UMKC Law Faculty Opening

The University of Missouri-Kansas City School of Law seeks a faculty member who will have primary responsibility for supervision of its externships. The position will include teaching responsibilities in doctrinal courses and/or clinical supervision of students. In addition, the position will have some responsibility for oversight and/or facilitation of other experiential learning initiatives, such as a 1L live-client experience, service learning attached to doctrinal courses, adoption of best practices in externships and clinical education, and development of professional identity. This is a long-term contract eligible (non-tenure track) faculty position.

The School of Law seeks applications from those with a strong commitment to educating lawyers for the twenty-first century and who desire to join a collegial, innovative, collaborative community. We are particularly interested in candidates with the ability to establish and maintain strong community ties and with experience in managing legal collaborations, supervising legal work of others, mentoring, and teaching in formal and informal settings. The school has some flexibility regarding the subject-matter expertise of candidates, but the ability to contribute in entrepreneurship, litigation/advocacy, child and family law, intellectual property law, urban or environmental law or the prosecution-side of criminal law would be beneficial.

ASSISTANT CITY ATTORNEY POSITIONS

LITIGATION ATTORNEY POSITIONS:  One position in the Tort Litigation Division at the Assistant City Attorney level is available with one additional position potentially available on May 1, 2016 in the Collections Unit.  The available position will be assigned to tort litigation and workers compensation.  The attorney will appear as first chair before state and federal courts, including jury and bench trials. The attorney will be responsible for the case from the initial filing of the petition or complaint, through the appeals stage. The attorney may work with legal investigators and paralegals to investigate the case, prepares all pleadings, engages in discovery, and works the case through trial and beyond as appropriate. The attorney will meet with department personnel in preparing and trying cases.  The attorney will also serve as second chair in cases handled by other attorneys in the section.

The attorney will also defend workers’ compensation claims brought against the City and the Kansas City, Missouri Police Department.  Responsibilities include the investigation of claims, review of medical records, deposition taking and other forms of discovery.  The attorney will appear before the Administrative Law Judges at the Missouri Division of Workers’ Compensation for conferences, mediations, and hearings.

Additionally, one new position may become available effective May 1, 2016.  This new position will represent the City in collection cases for the Finance Department and other City departments.  The attorney will appear as first chair before state and federal courts, including jury and bench trials in relatively less complex cases. Although emphasizing collections, the attorney may be involved in any matter of litigation by or against the City as assigned. Individuals interested in the potential Collections Unit position should apply to this recruitment because the City plans to use this recruitment for both positions.

The City Attorney is appointed by the City Manager to manage the legal affairs of the City. The Office operates through three divisions: Tort Litigation/Workers’ Compensation/Claims/Collections (“Tort Litigation Division”); Corporate Legal Services/Corporate Litigation; and the Prosecutor’s Office.

The Tort Litigation Division represents the City in personal injury cases, tax collection, other collection matters, and workers’ compensation cases. One attorney also manages the Office’s claims division. Two investigators work much as adjusters work for a private insurance company. These attorneys regularly appear in state and federal trial courts as well as the appeals courts.

The Corporate Legal Services/Corporate Litigation Division gives advice to every department of the City on legal issues they confront.  The attorneys draft ordinances introduced by the Mayor, members of the City Council, the City Manager or department directors. Corporate attorneys also concentrate their efforts in a wide variety of areas including contracts, construction, real estate, housing, election issues, regulated industries, utilities, land use, tax, civil rights, personnel, labor, aviation, environmental, utilities, municipal finance, and telecommunications law. They also represent the City and its employees in contract, constitutional, civil rights (including employment discrimination) and administrative litigation.

The Prosecutor’s Office prosecutes all Municipal Court offenses including cases heard by the Housing Court, Domestic Violence Court, Drug Court, and other specialty courts.  The Prosecutor’s Office also handles all Municipal Court appeals, trains city employees who appear regularly in Municipal Court, and suggests changes to ordinances that are frequently prosecuted in Municipal Court.  The Prosecutor’s Office is “paperless”.

PROSECUTOR’S OFFICE POSITION:  A part-time (approximately 18 hours per week) prosecutor position in the Domestic Violence Unit of the City Prosecutor’s Office at the Assistant City Attorney level is available.  The attorney will work under the direct supervision of the Domestic Violence Program Director with a team of prosecutors, domestic violence victim assistants and court advocates.  This position is a grant funded position with documentation requirements, and is currently funded through December 2017.  Funding is likely to continue, but is not guaranteed.  The part-time prosecutor will be primarily responsible for reviewing domestic violence and child abuse cases submitted on the Warrant Review Docket and contacting victims/witnesses if more information is needed.  Additionally, duties could include assisting with prosecuting domestic violence and child abuse cases heard on the Domestic Violence Court Docket and trial de novo appeals docket.  (Assistant City Attorney – Job Opening ID #505683).
